As part of the Schools Division Office (SDO)–Malabon City’s commitment to developing remarkable, empowered, and well-supported learners—including young girls in the scouting movement—a coordination meeting between SDO-Malabon City and the Girl Scouts of the Philippines (GSP) Rizal Council was held on February 16, 2026, at the SDO Mini-Conference Room.
The meeting was led by Mr. Juan C. Obierna, CESO VI, Schools Division Superintendent, together with Dr. Rustica R. Lorenzo, CESE, Assistant Schools Division Superintendent, and Dr. Elvira T. Villanueva, Education Program Supervisor and SGOD/GSP Division Supervisor-In-Charge. They were joined by Ms. Ma. Divina Esteban, Acting President of the GSP Malabon District Committee (MDC), and Ms. Rissia B. Duque, MDC Treasurer, who collectively welcomed the delegates from the GSP Rizal Council.
Representing the GSP Rizal Council were Dr. Carmelita L. Palabay, Council President; Ms. Jesusa S. Sampang, Council Executive; Ms. Juana Garonillad, Vice President for International Participation; Ms. Elsa De La Paz, Commissioner on Training, Council Board Member, and Credentialed Trainer; Ms. Judy Ann B. Toledo, Commissioner on Program Vice Chairperson, Council Board Member, and Credentialed Trainer; and Ms. Gina Dela Cruz, Credentialed Trainer.
The meeting highlighted key areas aimed at strengthening Girl Scouting initiatives in Malabon City. The parties discussed the need for GSP to maintain its independent organizational structure as a non‑DepEd entity and emphasized proper communication protocols using official GSP logos and letterheads. They also reviewed the current status of school registrations in the GSP program and presented the 2026 calendar of activities focused on leadership, skills development, and community engagement. Plans for a special election to fill vacant positions in the Malabon District Committee were tackled, along with the potential merchandising of GSP items to support district activities and meet financial commitments to the GSP National Council.
Both SDO-Malabon City and GSP Rizal Council shared recommendations to strengthen policy alignment, enhance coordination, and uphold existing guidelines. Emphasis was placed on ensuring the safety, protection, and overall well-being of learner-scouters participating in all Girl Scouting activities.
